The Philippine National Police (PNP) envisions to evolve into a highly-professional, dynamic and motivated organization working in partnership with a responsive community towards the attainment of a safe place to live, work, invest and do business. In order to insure the quality of personnel entering the police service and strengthen the foundation of the police organization, a standard procedure for recruitment and selection of PNP uniformed personnel is hereby established:
General Qualification for Appointment
No person shall be appointed as non-officer of the PNP unless he/she possesses the following minimum qualifications:
* A citizen of the Philippines;
* A person of good moral conduct;
* Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health;
* Must possess a formal baccalaureate degree from a recognized institution of learning;
* Must be eligible in accordance with the standards set by NAPOLCOM;
* Must not have been dishonourably discharged from military employment or dismissed for cause from any civilian position in the government;
* Must not be convicted by final judgment of an offense or crime involving moral turpitude;
* Must be at least one meter and sixty-two centimetres (1.62 m) in height for male and one meter and fifty-seven centimetres (1.57 m) for female;
* Must weigh not more or less than five kilograms (5 kgs) from the standard weight corresponding to his or her height, age, and sex; and
* For new applicants, must not be less than twenty-one (21) nor more than thirty (30) years of age: except for the last qualification, the above-enumerated qualifications shall be continuing in character and an absence of any one of them at any given time shall be a ground for separation or retirement from the service: Provided, That PNP members who are already in the service upon the effectivity of RA 8551 shall be given at least two (2) years to obtain the minimum education qualification and one (1) year to satisfy the weight requirement.

All documents submitted must be authenticated by appropriate authorities. Waivers for age, height and weight are also allowed and available to those belonging to the cultural minorities as provided for under RA 6975 as amended by RA 8551.

NAPOLCOM Issuances:
Resolution No. 2011- 196 – Prescribing the Qualification Standards to PNP ranks including promotion duly resolved by the NAPOLCOM on July 4, 2011.
Resolution No.2004-137 – Confirming the membership of the different PNP Regular Promotion Boards which include a NAPOLCOM representative for all ranks.
Resolution No. 2007-02 – Establishing PNP Special Orders as basis for experience in all 2nd level promotions that were approved prior to CY 2005.
CSC Issuances:
Civil service Commission No. 1101479 – Provision confirming NAPOLCOM RESOLUTION No. 2011-196 duly promulgated on November 8, 20118, 011.
Republic Act 9708:
An act extending for five (5) years the reglementary period for complying with the minimum educational qualification for appointment to the philippine national police (pnp) and adjusting the promotion system thereof, amending for the purpose pertinent provisions of republic act no. 6975 and republic act no. 8551 and for other purposes
Section 2. Section 38(a) of Republic Act No. 6975, as amended by Section 33 of Republic Act No. 8551, is hereby further amended to read as follows:
“SEC. 38. Promotions. – (a) A uniformed member of the PNP shall not be eligible for promotion to a higher position or rank unless he or she has successfully passed the corresponding promotional examination given by the Commission, or the Bar, or the corresponding board examinations for technical services and other professions, has satisfactorily completed the appropriate and accredited course in the PNPA or equivalent training institutions, and has satisfactorily passed the required psychiatric/psychological and drug tests. In addition, the institution of a criminal action or complaint against a police officer shall not be a bar to promotion: Provided, however, That upon finding of probable cause, notwithstanding any challenge that may be raised against that finding thereafter, the concerned police officer shall be ineligible for promotion:Provided, further, That if the case remains unresolved after two (2) years from the aforementioned determination of probable cause, he or she shall be considered for promotion. In the event he or she is held guilty of the crime by final judgment, said promotion shall be recalled without prejudice to the imposition of the appropriate penalties under applicable laws, rules and regulations: Provided, furthermore, That if the complaint filed against the police officer is for a crime including, but not limited to, a violation of human rights, punishable by reclusion perpetua or life imprisonment, and the court has determined that the evidence of guilt is strong, said police officer shall be completely ineligible for promotion during the pendency of the said criminal case.

This prescribes the guidelines and procedures in the processing of promotions:
a. PNCO Promotion was decentralized and handled by PROs and NSUs while PCO promotions remained concentrated at the NHQ deliberated by different Promotion Boards for every rank; and
b. Plans, Programs and policies are established, adopted and implemented at the NHQ level.
